An apostille is a certification issued by a state government (in California, the Secretary of State) that authenticates a notarized document for use in another country.
The 122 countries that have signed the Hague Apostille Convention — Mexico, Spain, France, Germany, Italy, Japan, most of South America, etc. — require an apostille to legally accept a US-notarized travel consent form.
Most Notary services notarize and stop there. You then have to:
• Mail the document to the Secretary of State (4-business-day wait)
• Pay the state fee
• Wait for the document to return by mail (another 2-7 days)
• Hope it doesn't arrive after your trip

For international travel without both parents, yes — almost always. The airline, the destination country, or both will ask for it. For domestic travel within the US, it's less common but still recommended in custody situations or when traveling with a non-parent.
The notarization itself takes 15-30 minutes. If you also need the apostille, we hand-walk it to the California Secretary of State — same-day or next-day in most cases.

Yes — there are legal paths. For an out-of-state parent, we can coordinate a remote process. For unreachable / no-contact situations, you may need a court order or a sole custody decree — we'll tell you exactly which form applies and refer you to a family law attorney if needed.
Both parents (or the sole legal guardian) need to sign a travel authorization. The grandparent carries the notarized document during travel. For international destinations, the document also needs an apostille.
